Dr. William C. Kuryla is President of Kokopelli Chemists, Inc., a company
which provides consulting services and training in the TSCA compliance
area. He recently retired from Union Carbide, as Associate Director
of Product Safety (Corp. Health, Safety and Environment Dept.), where he
had over 38 years of experience in a wide variety of both technical and
managerial roles which ranged in scope from R&D in organic and polymer
chemistry, to industrial hygiene, toxicology, and the regulatory arena.
He is an acknowledged expert in TSCA compliance issues, and played a key role
in the first EPA Environmental Technology Initiative for Chemicals, which resulted
in Vice President Gore's Hammer Award for regulatory reform. He also led
industry efforts to improve various TSCA reporting rules, including 8(d), 8(e)
[environmental exposure], and the Inventory Update Rule. He has extensive
compliance experience with Section 8 rules, PMN and SNUR submissions, Pre-Notice
Conferences, Inventory and exemption questions, Section 12 and 13 rules, and
EPA TSCA inspections. Through SOCMA, he has led the effort to have EPA expand
the availability of TSCA compliance guidance to the regulated community. He
also developed TSCA audit protocols for business compliance, and has led a number
of internal TSCA audits.
He is a frequent speaker at a variety of TSCA seminars. He is Chairman
of the American Chemical Society's TSCA Task Force, and is the immediate past
Chairman of SOCMA's TSCA Committee. He also led a number of work groups
of CMA's Chemical Reporting (TSCA) Task Group.
Dr. Kuryla received his M.Sc. and Ph.D. degrees in Organic Chemistry from the
University of Minnesota, and his B.Sc. degree from Kent State University. |
